Can a copy be certified from a scan?
No. A notary certifies a copy only after seeing the original. A scan is enough for the quote and preparation, but the original is needed for certification.
Can a certified copy receive an apostille?
Yes, a notary-certified copy can usually be apostilled. This is a common solution when the original cannot be sent abroad.
